Britain is in a dash for solar, and nobody planned it. When National Grid published its first Future Energy Scenarios in 2011, the flagship scenario had solar as a niche by 2026: about 3 GW, mostly on roofs. Britain has 22 GW today, and England alone has another 26.6 GW consented or under construction. (Earlier this month I scored fifteen years of those scenarios against what actually happened.)
